Foreigners and stateless persons are admitted to higher education institutions in accordance with the Laws of Ukraine “On Higher Education”, “On the Legal Status of Foreigners and Stateless Persons”, “On Ukrainians Abroad”, “On Refugees and Persons in Need of Additional or Temporary Protection”, “On the Establishment of Additional Legal and Social Guarantees for Citizens of the Republic of Poland Staying on the Territory of Ukraine”; Resolution of the Cabinet of Ministers of Ukraine dated September 12, 2018 No. 729 “Issues of Higher Education by Certain Categories of Persons”; The procedure for organizing admission to institutions of professional (vocational and technical), professional pre-higher, higher education of Ukraine and training (internship) of foreigners and stateless persons using the Unified Interdepartmental Information System of Ukraine for foreigners and stateless persons wishing to study in institutions of professional (vocational and technical), professional pre-higher, higher education of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine dated June 28, 2024 No. 758; by the Order of the Ministry of Education and Science of Ukraine dated November 1, 2013 No. 1541 “Some Issues of Organizing Recruitment and Training (Internship) of Foreigners and Stateless Persons”, registered with the Ministry of Justice of Ukraine on November 25, 2013 under No. 2004/24536; by the Order of the Ministry of Education and Science of Ukraine dated December 2, 2019 No. 1498 “On approval of the Procedure for establishing quotas for obtaining higher education by foreigners and stateless persons within the scope of the state order in accordance with international treaties of Ukraine”, registered by the Ministry of Justice of Ukraine on February 10, 2020 under No. 153/34436.
Citizens of the Russian Federation, the Islamic Republic of Iran, the Republic of Belarus and the Democratic People’s Republic of Korea who do not have a permanent residence permit in Ukraine are admitted to study with an individual permit from the Ministry of Education and Science of Ukraine.
Foreigners and stateless persons, stateless persons who have applied for recognition as refugees, persons who have applied for protection in Ukraine and provided a Certificate of Application for Protection in Ukraine (hereinafter referred to as foreigners) may obtain higher education at the expense of individuals and/or legal entities, unless otherwise provided for by international treaties of Ukraine, the binding consent of which has been granted by the Verkhovna Rada of Ukraine, legislation or agreements between higher education institutions on international academic mobility. Foreigners and stateless persons, in particular foreign Ukrainians permanently residing in Ukraine, citizens of the Republic of Poland, persons recognized as refugees, and persons in need of additional protection, are admitted to places of state order in accordance with clause 4.6 of section IV of these Admission Regulations. Other categories of foreigners to higher education institutions for study at places of state order are admitted within the quotas for foreigners.
Foreigners are admitted for higher education according to accredited educational programs. Higher education institutions may also admit foreigners for training in the programs of the preparatory faculty (division), for studying the state language and/or the language of instruction, as well as for postgraduate education, advanced training and internships.
Foreigners can be admitted for training in person and/or on a distance. The recruitment of foreigners for training is carried out using the Unified Interdepartmental Information System of Ukraine for foreigners and stateless persons wishing to study at institutions of professional (vocational and technical), professional pre-higher, higher education of Ukraine (hereinafter referred to as the Unified System).
The validity period of an electronic invitation for training issued by means of the Unified System is no more than six months from the date of affixing to it the electronic qualified seal of KhNMU or the qualified electronic signature of an authorized person of the university.
The invitation to study issued by means of the Automated System “Electronic Register” of the state enterprise authorized by the Ministry of Education and Science of Ukraine remains valid until April 1, 2025 inclusive.
Foreigners who have received an electronic invitation to study, received a set of services for information and consulting support (in case of receiving an invitation to study by means of the Automated System “Electronic Journal” of the state enterprise authorized by the Ministry of Education and Science of Ukraine), and also have completed the procedure for legalization of education documents in the country of their issuance: have completed legalization at the Ministry of Foreign Affairs of the country that issued the education document; have completed legalization at the consular department of the diplomatic mission of Ukraine abroad (consular legalization or apostille), can take part in admission on a distance.
To organize the distant recruitment of foreigners for higher education and for the purpose of studying under the programs of the preparatory faculty (division), studying the state language and/or the language of instruction, as well as for postgraduate education, advanced training and internship, the educational institution conducts personal identification and entrance exams in a distant format with their video recording (including from the screen of the entrant’s device). The video recording of the entrance exam is stored after the entrance exam for foreigners for five years at the educational institution, and a link to this record is entered into the Unified Database.
Or, to organize the distant recruitment of foreign citizens for higher education, KhNMU concludes an agreement with a partner organization that is a resident of the entrants’ country of origin: Limited Liability Company “INTCOM” (agreement dated 01/20/2025 No. 12/01-25/ИС).
The subject of the agreement is the provision of services for personal identification, verification of original documents of applicants, organization of acceptance of applications of applicants in electronic form, provision of premises and technical means for conducting consultations and entrance exams by a higher education institution in a distant format.
Conclusion of agreements by educational institutions of Ukraine is possible with organizations that meet the following requirements:
– compliance of the area of premises for remote submission of documents, conducting consultations and entrance tests with the established norms of quarantine restrictions in the country where the recruitment is carried out;
– provision of applicants with personal protective equipment;
– provision of the procedure for identifying applicants using facial recognition technologies, which includes verification of personal data (surname, patronymic (if available), biometric data and their verification;
– ensuring control over compliance with the requirements of academic integrity during the entrance exam for foreigners;
– provision of a place for storing phones, tablet computers and other electronic devices of applicants seized during the entrance exam;
– providing a device to suppress cellular and Internet networks;
– providing video surveillance around the perimeter of the classroom in which the entrance exam for foreigners is taking place by installing at least two video cameras;
– providing technical equipment for video communication with the examination committee of the educational institution in real time (computer, video camera, microphone, TV or projector with a screen);
– having at least two employees in the classroom to monitor compliance with the requirements of academic integrity and technical support during the entrance exam for foreigners;
– providing all entrants with individual computers with a connection to the institution’s online platform, through which the entrance exam for foreigners will be held;
– providing consultations and training before the entrance exam for foreigners in order to familiarize themselves with the rules for taking it remotely and using the online platform;
– providing a video recording of the entrance exam, transferring video material to the educational institution via an online platform, storing information and video materials after the entrance exam for foreigners for five years at a partner organization.
In the case of distance learning, a foreigner sends legalized or notarized copies of documents on previous education by mail to the educational institution. When first crossing the state border of Ukraine and upon arrival at the educational institution, the foreigner hands over the original documents in person.
Foreigners who are granted state scholarships under international treaties, national programs, other international obligations of Ukraine are admitted to study within the established quotas for foreigners on the basis of referrals from the Ministry of Education and Science of Ukraine.
Foreigners who arrive in Ukraine to participate in academic mobility programs or to obtain higher education under educational programs agreed between Ukrainian and foreign higher education institutions are admitted to study taking into account the contractual obligations of the relevant higher education institutions.
Foreigners and stateless persons, in particular, Ukrainians abroad who permanently reside in Ukraine, persons recognized as refugees, and persons in need of additional protection, have the right to receive higher education on an equal basis with citizens of Ukraine, in particular at the expense of the state or local budget, with the exceptions established by the Constitution of Ukraine, laws of Ukraine, or international treaties, the binding consent of which has been granted by the Verkhovna Rada of Ukraine.
Foreign Ukrainians, whose status is certified by a certificate of a Ukrainian abroad (except for persons permanently residing in Ukraine), may be enrolled in studies under a state order within the established quotas for foreigners, according to the entrance exam for foreigners in subjects stipulated by the Admission Regulations.
Invitations to study to foreigners and stateless persons are issued by the university in accordance with the established procedure. For entry into Ukraine for the purpose of study, the basis for obtaining an entry visa is an electronic invitation for study issued by the Unified Interdepartmental Information System of Ukraine (hereinafter referred to as the Unified System).
Foreigners arriving in Ukraine for the purpose of study at the expense of individuals and/or legal entities enter KhNMU foe completion of a Master’s degree program in educational programs (specialties) 11 “Dentistry”, 12 “Medicine” and with a Bachelor’s degree program in educational programs “Nursing”, specialty 15 “Nursing” on the basis of complete general secondary education.
Enrollment of foreigners for study at KhNMU at the appropriate level of higher education is carried out on the basis of a document on the previously obtained level of education based on the results of entrance exams for foreigners in biology and the language of instruction (Ukrainian or English language) and on the basis of academic rights to continue studies provided by the document on the obtained level of education in the country of origin, and taking into account the success scores that give the right to continue studies at the next level of higher education in accordance with the letter of the Ministry of Education and Science of Ukraine dated January 17, 2019 No. 1/9-30, which provides for the requirements of some countries for applicants to higher education programs when enrolling foreigners for higher education studies (in accordance with the notes of embassies of foreign countries).
The languages of instruction for foreigners are Ukrainian (state) and English.
The terms of entrance exams for foreigners are determined by the order of the rector of KhNMU and are published on the official website of KhNMU.
Applications and documents are accepted and foreign applicants are enrolled for study at the expense of individuals and/or legal entities within the following time limits:
1) twice a year: from March 26 to April 30 and from September 1 to November 1 for obtaining Bachelor’s and Master’s degrees in the relevant specialties;
2) during the year for studying in an internship and at the preparatory department (faculty) based on the results of passing entrance exams in the established manner and on the basis of a concluded agreement.
When enrolling foreigners and stateless persons in KhNMU for study for Master’s and Bachelor’s degrees based on complete general secondary education, the competitive score is calculated according to the formula:
Competitive score = 0.5*P1 + 0.5*P2,
where P1 is the score of the entrance exam for foreigners in Ukrainian or English (on a scale from 100 to 200 points), P2 is the score of the entrance exam for foreigners in biology (on a scale from 100 to 200 points).
The university calculates the points/grades of the applicant based on the document on the previously obtained level of education and establishes the minimum required for admission value of the number of points/grades in general education subjects, from which the entrance exam for foreigners is conducted.
The competitive score for admission the Master’s program in the specialty I1 “Dentistry”, I2 “Medicine” is 150 points and above, to the Bachelor’s program in the specialty I5 “Nursing” – 100 and above.
The procedure for evaluating the results of entrance exams is determined by the programs of entrance exams in the relevant competitive subjects.
In case of positive results of the entrance exams, the applicant is recommended by the Admissions Committee of KhNMU for enrollment. Based on the decision of the Admissions Committee, an agreement on training and payment for educational services is concluded between KhNMU and an individual (legal entity) ordering a paid educational service and an order is issued to enroll him in the university.
Foreigners for whom the Admissions Committee of KhNMU has established the need for language training for basic education, undergo such training at the preparatory department (faculty) for foreign citizens.
After successfully completing language training, a foreigner receives a certificate of completion of the preparatory department (faculty) for foreigners and stateless persons.
To enter the university, a foreigner submits an application to the relevant structural unit/Admissions Committee in paper or electronic form.
The following is added to the application:
1) a legalized (apostille or consular legalization) document on education and its copy, on the previously obtained educational (educational and qualification) level on the basis of which the applicant is admitted;
2) an appendix (original or certified copy) to the document on the previously obtained educational (educational and qualification) level on the basis of which the applicant is admitted (if available);
3) an academic certificate issued by a foreign/Ukrainian educational institution (in case of transfer or resumption of studies, starting from the second year, an academic certificate is attached);
4) the original and a copy of the document containing information on the content of the curriculum for the previous degree (level) of higher education, credits received, duration of study and academic performance (in the absence of this information in the appendix to the document on education), upon admission to obtain a Master’s degree or postgraduate education, if the absence of this information makes it impossible to recognize the qualification according to the document;
5) a copy of the passport or a document identifying a stateless person;
6) a health insurance policy, unless otherwise provided for by international treaties of Ukraine (if a foreigner arrives to enter KhNMU);
7) 4 photographs measuring 30 x 40 mm;
8) a copy of the certificate of a foreign Ukrainian (if available);
9) a research proposal in the chosen scientific specialty or a list of published research works and inventions in Ukrainian or English, certified in accordance with the established procedure at the place of work/study of the candidate, are additionally submitted upon admission to postgraduate study.
For admission to higher doctoral studies, the following are additionally submitted in Ukrainian or English:
a thematic plan of the dissertation for obtaining the scientific degree of Doctor of Sciences;
a copy of the diploma on the award of the corresponding scientific degree.
10) foreigners who are enrolled in studies under mobility programs submit documents approved by the Admission Regulations to KhNMU and/or stipulated by the requirements of international programs and/or agreements within the framework of which academic mobility is implemented;
11) other documents.
The documents specified in subparagraphs 1 – 5 of this paragraph must be translated into Ukrainian and the translation must be notarized.
The documents specified in subparagraphs 1 – 4 of this paragraph must be certified in the country of their issue in the manner officially used in that country for such certification, and legalized by the relevant foreign institution of Ukraine, unless otherwise provided for by international treaties of Ukraine.
Graduates of the preparatory faculty of KhNMU are enrolled in the university on the basis of a certificate of graduation from the preparatory faculty for the Ukrainian-language form of education. Grades in the Ukrainian language and biology indicated in the certificate of graduation from the preparatory department (faculty) are counted as grades in entrance exams for foreigners in the relevant subjects.
Grades from the certificate of graduation from the preparatory department (faculty) for foreigners and stateless persons, which are issued on a 5-point scale, are taken into account as follows: “3” corresponds to “6”, “4” corresponds to “9”, “5” corresponds to “12” and are converted into a 200-point scale given in Appendix 9 to these Admission Regulations. When using other assessment scales, the procedure for conversion is determined by the KhNMU Admissions Committee.
All categories of foreigners who are enrolled in higher education institutions of Ukraine are admitted to higher education institutions of Ukraine on the basis of enrollment orders. Confirmation of the fact of study can be a certificate issued by the Uniform State Electronic Database for Education.
Foreigners study at KhNMU in two languages: English and Ukrainian.
Temporary residence permits for foreigners and stateless persons who have arrived in Ukraine for the purpose of study are issued by the State Migration Service of Ukraine on the basis of a written application from the educational institution that issued an invitation to study or received a corresponding referral from the Ministry of Education and Science of Ukraine. The application is submitted to the State Migration Service of Ukraine no later than fifteen days before the expiration of the foreigner’s stay in Ukraine.
