Regulations for admission of foreign citizens and stateless people to KhNMU for training in order to receive education in 2023

Kharkiv National Medical University is licensed for activities in providing educational services connected with training foreign citizens in basic accredited specialities in sphere of knowledge No. 22 “Health Protection” and training of foreign citizens for enrollment to higher schools on the basis of the Information for Performing Educational Activities in Higher Education by KhNMU of the Ministry of Education and Science of Ukraine.

The University receives foreign citizens and stateless people without any restrictions by signs of their race, skin colour, political, religious and other convictions, gender, ethnical and social origin, property and residence.

Citizens of the Russian Federation and the Republic of Belarus who do not have a permanent (temporary) residence permit in Ukraine are admitted to study with the individual permission of the Ministry of Education and Science of Ukraine.

The foreign citizens, who come to Ukraine for studying at the expense of physical and/or legal parties, enter KhNMU to be trained by educational programmes (specialities) No. 222 “General Medicine”, No. 221 “Dentistry”, educational degree of Master, educational programme “Nursing Care” in speciality No. 223 “Nursing Care” and educational degree of Bachelor on the basis of complete general secondary education as well as to study at the Preparatory Department for foreign citizens.

Invitations for training are issued to foreign citizens and stateless people by the University in line with established procedures. Processing of an entry visa for entering Ukraine with the purpose of training is based on the original copy of the relevant invitation and request of the Ministry of Education and Science of Ukraine for provision of visa assistance.

The duration of an invitation for training is not more than 1 year from the date of its registration in the authorized system “E-journal” of the state enterprise, which is authorized by the Ministry of Education and Science of Ukraine.

Foreign citizens and stateless people are admitted for training in KhNMU at a distance form and/or in person.

The terms for accepting applications and documents and enrollment of foreign applicants for training in KhNMU at the expense of physical and/or legal parties are as follows:

– twice a year: from September 1 to November 30 and from January 10 to March 01 in order to receive the degrees of Bachelor and Master in proper specialities.

Participation in distance admission is possible for those foreign citizens who: have received an invitation for training, registered in the automated system “E-journal” of the state enterprise, which is authorized by the Ministry of Education and Science of Ukraine; have received a complex of services in informational and consulting support, as well as have received a visa for entering Ukraine (except for citizens from visa-free countries) to study or have performed the procedure of legalization of documents about education in the country of their issuance, i.e. they have performed the above legalization in the Ministry of Foreign Affairs of the country, which issued a document about education, or they have performed the above legalization in a consular department of a diplomatic agency of Ukraine abroad (consular legalization or apostilization).

In case of distance admission, a foreign citizen should send to KhNMU legalized and notarized copies of his/her documents about previous education by mail. After his/her first crossing of Ukrainian borders and arrival at KhNMU the foreigner should hand in the original documents personally. All the documents issued in other countries should be translated into the Ukrainian language, these translations being notarized in Ukraine. Such original documents as passport, birth certificate, residence certificate and tax service certificate are inspected during their presentation after the foreign citizen has come to Ukraine. His/her birth certificate and documents about education, which were arranged abroad, should be authenticated and legalized following the established procedure, unless otherwise is provided by international treaties of Ukraine. Citizens from member countries of the Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents (1961) are not subject to legalization of their documents, but should apostille them. Documents issued in member countries of the Minsk Convention on Legal Assistance and Legal Relations in Civil, Family and Criminal Matters (1993) do not require any legalization and apostilization. Other copies of his/her documents should be presented by the applicant personally or by e-mail, if it is caused by specific legislated conditions of enrollment for certain specialities (educational programmes), but not later than the terms specified in these Admission Regulations, for taking a decision by the Admissions Committee about its recommendation to enroll the applicants.

When entrance examinations are taken at a distance, the Department for Admission of Foreign Citizens, Passport and Visa Service provides for: identification of the applicant’s person, verification of his/her original documents, coordination with the Admissions Committee, and video recording of the examination course.

Admission of foreign citizens for training in KhNMU at the required level of higher education is performed at a distance by results of entrance examinations for foreign applicants in biology, Ukrainian or a foreign (English) language (examinations are taken in a distance mode) and on the basis of academic rights for continuing education, which are provided by a document about the received level of education in the country of its origin, as well as taking into account academic progress grades, which give right to continue education at the next level of higher education. The above procedure satisfies letter No. 1/9-30 of the Ministry of Education and Science of Ukraine, dated January 17, 2019, which lists requirements of some countries concerning applicants for higher education programmes during enrollment of foreign citizens for training in order to receive higher education (in compliance with notes from embassies of foreign countries).

The competition score for admission based on complete secondary education for specialties 221 “Dentistry” and 222 “Medicine” is 150 points or higher, while for the specialty “Nursing” it is 100 points or higher.

The procedures for assessing results of entrance examinations are described in programmes of entrance examinations in respective competitive subjects.

The languages of the educational process for foreign students are as follows: state and English.

In case of his/her passing of entrance examinations the applicant is recommended by the Admissions Committee of KhNMU for enrollment. On the basis of decision of the Admissions Committee a contract for training and payment of tuition fees is drawn up between KhNMU and the physical (legal) party, which orders a paid educational service, and an order is issued about enrollment of this person to the University.

Those foreign citizens, who in the Admissions Committee’s opinion require linguistic preparation for their basic training, undergo the above preparation at any Ukrainian Preparatory Department (Faculty) for foreign citizens.

After successful completion of his/her linguistic preparation the foreign citizen receives a certificate of finishing the Preparatory Department (Faculty) for foreign citizens and stateless people.

In order to enter the University a foreign citizen should apply by e-mail to the appropriate structural unit/Admissions Committee.

A foreign citizen should attach the following documents to his/her application:

1) certificate (the original and its copy) of the previously acquired educational (education and qualification) level, on whose basis the entrance is made;
2) supplement (the original and its copy) to the certificate of the previously acquired educational (education and qualification) level, on whose basis the entrance is made (if available);
3) academic transcript, issued by a foreign/Ukrainian educational institution (in case of a transfer or resumption of education, beginning from the second year, an academic transcript should be attached);
4) the original and a copy of the document, which contains information about the contents of the educational programme for the previous degree (level) of higher education, received credits, duration of training and academic performance in course units (if this information is absent in the supplement to the certificate of education) in case of entering for completion of the master’s degree or postgraduate education, if the absence of this information makes it impossible to recognize the qualification by the above document;
5) copy of a foreign citizen’s passport document or a document, which certifies the identity of a stateless person;
6) 4 photographs (30 x 40 mm);
7) copy of the certificate of a foreign Ukrainian (if available).

Graduates from the Preparatory Department of KhNMU are enrolled to the University to study in the Ukrainian language on the basis of their certificate of finishing the Preparatory Department. The grades in the Ukrainian language and biology, indicated in the certificate of finishing the Preparatory Department (Faculty), are regarded as grades for entrance examinations for foreign citizens in the above subjects.

All categories of foreign citizens, who enter for training, are enrolled to higher schools of Ukraine on the basis of orders about enrollment. The fact of training can be confirmed by a certificate, formed in the Single State Education Base.

The University bears responsibility for opportune arrangement of documents for the right of foreign citizens and stateless people to stay in Ukraine.

Foreign citizens study on the contract basis. Tuition fees are paid by foreign citizens and stateless people, who are permanent residents of Ukraine, in hryvnias according to the equivalent in US dollars at the exchange rate of the National Bank of Ukraine on the day of payment for the cost of training.

Procedure for receiving documents

In order to be admitted for the 1st year of training, foreign applicants and stateless people should receive an invitation for training in Kharkiv National Medical University and have the following documents:

  • foreign passport (original) and 3 copies of its translation into the Ukrainian language (notarized);
  • certificate of complete general secondary education (original) and 2 copies of its translation into the Ukrainian language (notarized);
  • birth certificate (original) and 1 copy of its translation into the Ukrainian language (notarized);
  • general medical certificate (original) and 1 copy of its translation into the Ukrainian language (notarized);
  • certificate of absence of HIV infection and its copy;
  • 15 coloured photographs (3 x 4 cm).

Copies of the documents with their translation into the Ukrainian language and notarization should be sent by the applicant to the University by mail.
